Closing Date Approaches for Armed Forces LGBT Ban Recognition Scheme
Veterans and personnel affected by the historic policy prohibiting LGBT individuals from military service have until 12 December 2026 to apply for financial and non-financial restorative measures.
The Ministry of Defence (MOD) is entering the final months of its Financial Recognition Scheme, established to address the impact of the policy that prohibited LGBT personnel from serving in the British Armed Forces between 27 July 1967 and 11 January 2000.
Eligible veterans, active personnel, and affected individuals must submit their applications before the official deadline on Saturday, 12 December 2026, at 11:59 pm. As of 24 August 2026, a total of 1,892 financial payments have been processed, alongside 40 official restoration ceremonies held as of 25 August 2026. Background to the Scheme
For over three decades, military regulations treated homosexuality as incompatible with service in HM Armed Forces. In 2022, the UK Government commissioned an Independent Review to examine the long-term impact of the ban. The review’s findings were published on 19 July 2023, leading to a formal government response on 13 December 2023 that committed to restorative action.
Because historic record-keeping practices make it impossible for the Ministry of Defence to identify and contact every individual affected directly, the government established an open application process.
Government guidelines clarify that the financial payments are designed as a formal recognition of harm rather than a legal compensation scheme. All financial payments awarded under the scheme are exempt from income tax and do not impact means-tested benefits.
Financial and Restorative Payment Tiers
The scheme offers two distinct financial payment routes, as well as broader restorative options:
- Dismissed or Discharged Payment (£50,000): A flat-rate payment available to individuals who were formally dismissed or discharged from service specifically due to the LGBT ban. Applications are assessed by civil servants using official service records.
- Impact Payment (Up to £20,000): Designed for service members who were affected by the policy in other ways—such as undergoing investigation, facing disciplinary proceedings, or experiencing harassment and mistreatment. Applications require a written account (testimony) of experiences and are evaluated by an Independent Panel operating separately from the Ministry of Defence.
- Non-Financial Restorative Measures: Available to all affected personnel regardless of whether they seek financial payments. Options include official letters of apology, restoration ceremonies, and replacement service items. While financial awards are restricted to living veterans, family members or “persons of sufficient interest” may apply for non-financial measures on behalf of deceased service members.
Eligibility extends beyond sexual orientation or gender identity; individuals targeted or mistreated due to the perceived perception of being LGBT are also eligible to apply.
Veteran Perspectives: “My Service Was of Value”
For many veterans who spent decades carrying the stigma of discharge or investigation, the scheme represents a formal acknowledgment of their service.
Dawn, a former Royal Navy Radio Operator who was forced out under the ban, recalled the emotional toll of her discharge: “All I wanted to do was be in the Royal Navy, and the gay ban ripped it away from me”.
Reflecting on the recognition process, Dawn highlighted the sense of vindication it brought: “I feel validated. I did serve and my service was of value”. Encouraging fellow veterans to apply before the deadline, she added: “Your service deserves to be recognised. It wasn’t worthless, it wasn’t pointless, you were there”.
Application Process and Support Services
Applicants can apply online through the Defence Gateway or request a paper application form from MOD Veterans Services. Providing written testimony or personal service records is optional for the Dismissed/Discharged payment but required for the Impact payment. Applications from terminally ill veterans are expedited upon receipt of supporting evidence.
